In the April 1971 report “Toxic Substances” by the National Environmental Quality Commission of the United States, it was stated that “our understanding of environmental threats, our ability to identify and test the harmful effects of substances, and our ability to monitor and predict have made it unnecessary for us to simply respond passively to toxic substances. We should not be limited to repairing the damage already caused, nor should we experiment with the entire population or the entire environment.
This statement is actually a groundbreaking declaration in environmental management.
